Inspired by the French model, where owners of energy-inefficient buildings must undertake work or face restrictions on renting them, the organization hopes to reduce energy consumption.
However, Minister Charette prefers a gradual approach. Unlike France, he does not plan to ban the rental of poorly insulated housing, but instead favors step-by-step measures to avoid the mistakes and challenges observed in the French experience.
In addition, Hydro-Québec proposes encouraging homeowners to renovate by rewarding “good energy consumers” with benefits, while also limiting rent increases for less efficient housing.
This approach raises issues of fairness, especially for vulnerable tenants who are affected by poor energy performance without having control over renovations.
By adopting this policy, the government hopes to promote better building insulation while maintaining a balance between the needs of property owners and tenants.
