Not everyone can renovate their home and windows.
Buildings constructed before the 1980s often require work to improve their energy efficiency and overall condition. Since 2017, owners of small residential buildings (duplexes, triplexes, and quadruplexes) can perform certain tasks themselves—such as painting and replacing tiles—without hiring certified professionals. However, for more complex work, certified construction professionals recognized by the Commission de la construction du Québec (CCQ) must be hired.
The costs associated with hiring these professionals are high, ranging between $80 and $85 per hour. The Corporation des propriétaires d’immeubles du Québec (CORPIQ) has criticized these rates, considering them excessive for non-technical work such as flooring replacement or painting.
The CCQ and unions, such as FTQ Construction, argue that these regulations are essential to protect public health and ensure the quality of renovation work, especially in older buildings where potential risks may be present.
The debate between CORPIQ and CCQ highlights the tension between high regulatory costs and the need to ensure safe and compliant renovations. While CORPIQ advocates for reform to improve housing affordability, authorities and unions emphasize the importance of strict standards to protect residents and maintain renovation quality.
